6 Policing the boundaries

The heart of the Olympics in Newham

During Games Time, Newham police had their shifts changed, and for the most part policing specialisms were subsumed to the greater good of policing the Games. The major policing fears throughout this period related to the OCZ and the Stratford railway hub, and focused at one end of the scale upon the spectacular, in the shape of a terrorist atrocity, and at the other end of the scale on youth ‘gangs’, and the management of Olympic spectators. In between these extremes was a vast array of ‘unknowns’.

In this chapter, we examine the Olympic-related planning, preparations and activities of Newham police within the immediate Olympic environs of Stratford. In effect, the police approach involved the creation of a distinctive zone of policing within the context of the wider borough of Newham. Our discussion focuses particularly on the prospective risks, problems, and challenges faced by Newham police at the Games. We examine, for example, the Olympic-centred police management of theft and counter-terrorism strategies, the fallout from the farcical collapse of private security provision for the Games (see Chapter 4), possible criminal acts within the Athletes’ Village, potential failures of public transport, and the perceived need to police military personnel who provided emergency security cover throughout the event. A recurring issue concerned the often complex and uncertain question as to the demarcation of responsibilities amongst police units for specific incidents.
